A CALL TO SERVE TORO FEDERAL CONSTITUENCY COME 2023.By Rice David Zul,via: rycedy@gmail.com

Politicians and other aspiring leaders are required to be servants of the people (not the other way around). Politicians are elected to office, with the mandate to look after the people’s interest (not their own). However, it is often challenging to determine just how sincere an individual is when they put themselves forward for public/national service. In addition, it is often equally challenging to assess the person’s strength of character to make a judgement in relation to whether this "good candidate” will remain untainted and avoid corrupt or immoral practices, when/if given the reins of power. None of us will ever know for sure; we cannot predict the future. However, we can make our judgement calls based on their previous behaviours and actions. Their past can give us some insights into their likely behaviours. This does not mean that someone with a "chequered past” cannot turn his/her life around and provide good, honest service. We should be wise, though, to make sure that we have seen ample, convincing, evidence of that turnaround, that repentance, before we expose them to the temptations that political power appears to bring.

In Light of the above assertion, the fellow Engr Joshua Sanga (Jagaban Wunti) has shown positive and promising  attributes. As the Director General Public Procurement/Due process he has shown capacity in service, Technical-knowhow, Appropriation, Management , Monitoring, Budgeting ,Transparency, Loyalty etc

Sanga who had M.Sc. in Civil Engineering Management from the University of Wolverhampton, England Has Acquired remarkable knowledge and experience and should consider vying for House of Representatives’ seat under the platform of PDP.  As I recall in 2018 he made such attempt but was not successful due lots of misconceptions about his person and experience. The 50 year old Engineer said then that his mission if elected would be to contribute to making Toro an infrastructural and industrial-focused nation by creating jobs and self-employment opportunities for the Constituency’s teaming unemployed youth for the overall development of the Constituency and  country at large.

 Talk they say is cheap and Toro people would want to see prove and actions. Some of his achievements even before making the first attempt towards being a member included, award of scholarship from N5,000 to N30,000 to over 300 students of his constituency. He empowered over 100 less privileged people with N7,500 each and  trained about 500 youth on skills acquisition, Rehabilitation of spoiled and Construction of New Boreholes, Social Concerns and empathy towards people of Toro in which no invitation to an occasion regardless of size gets mute response from him.

His commitment to party and his goals were rewarded by his Boss the executive Governor of Bauchi State Sen.Bala Mohammed when he was appointed Director General Due process. On his assumption of duty as the head of Due Process, He initiated the Development of the due Process websites for more Transparency, access to Information and general publicity. The websites is www.Bmpippa.Org.ng. This singular act was intended to digitize the process of Contracts and awards in general. Jagaban Wunti was also able to; Bring about review and inclusion of the current international beat practices in procurement, Introduction of the procurement cadre in the State civil service, Increase in ICT usage by ensuring all staff possess personal systems, rehabilitated all dilapidated vehicles for effective monitoring of government projects, Attracted Over #2Billion Naira grants from world bank/SFTAS through compliance with international best practice in procurement.

The Bureau under his Chairmanship was able to award and certify contracts worth 45Billion naira Which are mostly  capital projects, here is the sketch of the Bureau's  activities and the contracts, with the certificates issued from June2019 to Aprli 2020. This has captured the number of projects awarded and ongoing in the state, which includes; roads constructions/networking to ease transportation, which has gulped close to N17Billion; design and construction of Sade- Akuyam Road awarded to Habibu Engineering , design and construction of 6,250M Sabon Kura- Tambari Housing estate Jos road, Bauchi awarded to Habibu Engineering Nig. Ltd ,Others include the construction of Raji quarters to Nitel road, upgrading of Muda Lawal Market road, construction of Gombe- Maiduguri bye-pass awarded to Triacta Nigeria Limited; design and construction of Yalwan Duguri- Badaran Dutse- Birim-Bajama- Kumbala – Kundak- Wurno- Burga- road (58.4km) awarded to Triacta Nigeria Limited ; rehabilitation of Alkaleri- Gwaram- Gokaru road awarded to Shafa Grade construction and Engineering Limited.

“Yet others are construction of one hundred and one housing units of 2-bed room bungalows and sixty- seven units of 3-bed room bungalows at Ningi (lot viii), awarded to the Homes Group limited; construction of sixty units of 2-bed- room bungalows at Jama’are-(lot ix) awarded to Anando Multi concept limited; construction of thirty units of 2 bed room bungalows and twenty units of 3 bed room bungalows at Misau (lot vii) Bashdee Transport Limited;construction of forty units of 2 bed rom bungalows and twenty eight units of 3 bed room bungalows at Jama’are awarded to Andodo Multi-concepts Limited and so many other housing projects. There was as well the extension of electricity in Azare phases i and ii awarded to Jamu General Consultancy Limited; extension of electricity to Inkil in Bauchi awarded to Jamu General Consultancy Limited; printing of 2019 mock question paper and answer booklet awarded to Ramadan press limited; printing of 2019 mock qualifying examination awarded to Bin Maryam Limited .

“Similarly, SUBEB/UBEC 2017/2018 (BATCH I) represents the contract for the supply of furniture awarded to 7 contractors; production of 1,307,607 copies of ‘Mu Karanta’ (Let’s read) and ‘Jagoran Malami’ (Teachers’ guide) to primary 1-3 awarded to Ramadan Press Limited; and lots more of capital projects that will rapidly boost the economy, some have been completed. The Kaura Economic and empowerment programs, The Agricultural Intervention, Health interventions and many more. all contracts followed due legal procedures. Majority of the projects were awarded to indigenous companies. If Gov Bala Mohammed Could trust such a capable hand, Toro people will likewise need such hand and Brain to represent them at the green chamber come 2023.
Meanwhile Engr Sanga needs to know that, Our Toro citizens are looking for politicians who are willing to serve; as we are on guard for those individuals who hustle for political office mainly for selfish, self-serving reasons. Sometimes the motivation is very well masked, as persons shelter their true motive, knowing that if they are revealed the electorate is likely to discard them. However, quite often, the ego kicks in during the heat of Campaigns, and the true reasons may emerge. And while there is nothing innately wrong in having political ambitions , we need to understand that the underlying driving force, the key motivator, must be the desire to truly serve the people. It means serving all the people, including those who did not support them on their quest for political office.

Therefore, Engr Joshua Titus Sanga (Jagaban Wunti) should consider answering the call of many Toro Citizens and I as by that we believe we could get numerous Dividend of democracy.
